At Eagan Groundbreaking, Paragon Officials Unveil Long List of Outlet Mall Tenants

Those are just a few of the brands that will occupy the roughly $100 million Paragon Outlets center when the mall opens in Aug. 2014. The total size of the mall is roughly 440,000 square feet, with 409,000 square feet of that area dedicated to retail space.

Eagan city officials joined with Paragon Outlet Partners, LLC. representatives on Tuesday morning for a groundbreaking at the mall site, located just northeast of the intersection of Hwy. 13 and Cedar Avenue in Eagan's Cedar Grove Redevelopment District. In addition to tossing the first shovels of dirt, the company unveiled a short list of new tenants, and promised that it would announce more later in the development process.

The groundbreaking is the culmination of more than 20 years of planning and redevelopment that has occurred in the district, as the Eagan City Council, working with the Dakota County Community Development Agency and other partners, sought to reinvent the aging neighborhood and convert it into a gateway for the community.

"We're really breaking ground here on a vision of a vibrant area that is active, that is pedestrian scale, that is livable, that makes Eagan and this area a destination," Maguire said. "Visitors from around the region, the country and really the world will be able to access this asset by Bus Rapid Transit."

Over the last several months, construction crews have been busy rerouting an Xcel Energy gas pipeline, moving Cedarvale Boulevard and laying new sewer infrastructure. Tuesday's groundbreaking marks the start of construction on the mall itself.

The facility is expected to bring as many as 2,000 jobs to Eagan, and will likely add $84 million to the taxable value of the property, according to Eagan Community Development Director Jon Hohenstein.

In addition to the mall, the Eagan Economic Development Authority will own and operate a soon-to-be-developed parking ramp located along Cedarvale Parkway.

City officials have indicated that several other businesses are interested in developing sites adjacent to the outlet mall. On Tuesday night, Eagan officials are expected to hear a proposal for a 4-5 story, 180-unit apartment and retail building that would be built at the intersection of Cedar Grove Boulevard and Cedar Grove Parkway.

"With this development, Eagan is setting an example other cities can follow," Dakota County CDA Director Mark Ulfers said at the groundbreaking.
