Apple Valley Man Charged With Heroin Possession

Jarrod Clinton Durbin was charged in Dakota County Court with a fifth-degree controlled substance crime, which is a felony.

An Apple Valley man is charged with heroin possession after police found a syringe on his person that crime lab tests showed had heroin on it.

Jarrod Clinton Durbin, 30, was charged in Dakota County Court with a fifth-degree controlled substance crime, which is a felony. The charge carries a maximum penalty of five years in prison and a $10,000 fine, according to the Dakota County criminal complaint against Durbin.

According to the complaint, Eagan police approached Durbin in a business parking lot on June 16 after receiving reports that he was allegedly soliciting people for money that day, and had also done so on a previous occasion.

Durbin allegedly told police he was selling magazines, the complaint says. When police found that Durbin had a warrant out for his arrest, they arrested him and found the tourniquet and syringe in Durbin's pocket.

Tests done at the St. Paul Police Department Crime Laboratory showed that there was heroin on the syringe, the complaint says.

Durbin is being held on bond in Dakota County Jail. An omnibus hearing is scheduled for July 11 in Dakota County Court in Hastings.

Durbin's criminal history in Minnesota dates to 2001, according to court records, and includes convictions for third-degree DUI and fourth-degree DWI, consuming in a public place and disorderly conduct.
