SWAT Team Mobilized After Apple Valley Man Allegedly Makes Phony 911 Call

An Apple Valley man has been charged with stalking after police say he made a phony 911 call claiming that a friend’s father was waving a gun around his house, prompting authorities to call out a SWAT team.

Patrick Arturego Isiakpere Jr., 20, is charged with two felony counts of aggravated stalking, each of which carries a maximum penalty of five years in prison and a $10,000 fine.

Isiakpere was arrested Monday and remained in the Dakota County Jail Wednesday on a $75,000 bond. He is also charged with violating probation for an earlier conviction in Apple Valley and with misdemeanor theft in Burnsville.

According to the criminal complaint, were called to a home on Gardenview Drive just before 10:30 p.m. Sept. 23. Dispatchers told police that the caller, who identified himself as having the initials K.E., had reported that his father was “waving a gun around in the house.”

Police called out a SWAT team and requested a BearCat tactical armored vehicle to help with officer protection before responding to the home.

After officers established a secure perimeter around the house, a man approached and identified himself as the homeowner and father of K.E., the complaint says.

After discussion with the father, police determined that the 911 call was a hoax and that Isiakpere—a friend of his son—was a likely suspect.

The father told police that his two sons, including K.E., had been at the Mall of America that evening with Isiakpere. Police determined that the 911 call originated from Killebrew Drive in Bloomington.

The father also told police that his other son allegedly had a fight with Isiakpere while they were at the mall, and K.E. had separated them. K.E. told his father that he saw Isiakpere using a stranger’s phone as he drove away from the mall.

An Apple Valley investigator compared the voice on the 911 call to that on a recorded telephone call that Isiakpere made from the Dakota County Jail and determined that the same person made both calls, according to the complaint.

An omnibus hearing in Isiakpere’s case is scheduled for Nov. 14 in Dakota County District Court in Hastings.
