She made her first appearance in court on Oct. 2, a day after she was arrested on a warrant in Scott County. She was released from the Dakota County Jail on her own recognizance, said a jail official.

According to court documents, Roff and Carlton Raymond Lewis II of Apple Valley—who frequently stayed in the children’s home and helped parent the girls—repeatedly beat the children with a belt. Roff waited a week before taking the younger child to doctors after the child suffered a skull fracture in June. The 2-year-old was diagnosed with a diffused brain injury and was left partially paralyzed and unable to see out of one eye.
