Police Arrest Non-Compliant Predatory Offender Living in Rosemount

Police say Jason Paul Rolfer, a convicted predatory offender, lived in Rosemount for almost a month over the summer without notifying authorities of his whereabouts.

A convicted predatory offender who apparently was living illegally in Rosemount this summer has been charged with failing to register his address with authorities.

Jason Paul Rolfer, 23, is charged with failure to register as a predatory offender, a felony with a maximum penalty of five years in prison and a $10,000 fine.

Rolfer was arrested Sept. 13 on a warrant.

According to the criminal complaint, Rosemount police were called to a home on 145th Street West on May 20 to investigate a report of a domestic dispute.

A woman at the home told officers that Rolfer had been living there since May 4 after he was evicted from his home in St. Paul. The St. Paul address from which he was evicted was not the address that authorities had on file, according to the complaint.

Rolfer was convicted in May 2009 of violating an order for protection, which included a charge of false imprisonment. After that conviction, he was required to register as a predatory offender, keeping authorities notified of his addresses and other information.

In addition to that conviction, Rolfer’s criminal history includes convictions for violating an order for protection in 2007, domestic assault in 2009, domestic abuse in 2009 and violating a no-contact order in 2009 and 2010.

Rolfer has been released from custody on bond. An omnibus hearing in his case is scheduled Oct. 9 in Dakota County District Court in Hastings.
