St. Paul Man Charged with Leading Rosemount Police on High-Speed Chase

A St. Paul man who told police he was on probation for participating in a gang-related drive-by shooting in 2009 has been charged with fleeing a police officer after a high-speed chase last weekend in Rosemount that reached speeds of 130 mph.

Yee Lor, 20, is charged with fleeing a peace officer in a motor vehicle, a felony which carries a maximum penalty of three years in prison and a $5,000 fine.

Lor, who was arrested last Sunday, remained in the Dakota County Jail last Wednesday on a $60,000 bond. An omnibus hearing in his case is scheduled for Oct. 31 in Dakota County District Court in Hastings.

According to the criminal complaint, Rosemount police were called to the area of 152nd Avenue and Audrey Avenue on Sunday on a report of vehicles trespassing and driving through fields.

When they arrived, police saw between 15 and 20 cars on the road, some parked in ditches, with two cars lined up, preparing to race, the complaint says. The area is reportedly known for drag racing, according to police.

As the squad car pulled into the area, people began running for their cars and driving away. One man, later identified as Lor, jumped into a small car and sped away; the officer followed, but Lor accelerated.

The officer activated his siren and called for backup. A second officer in a squad car approaching from the opposite direction had to swerve off the road into a ditch to avoid a head-on collision with Lor’s car, according to the complaint.

Police continued pursuing Lor, who turned off all the interior and exterior lights as he drove, the complaint says. At one point, Lor was clocked at 130 mph in a 55 mph zone before officers lost sight of him.

Two other officers spotted the car near highways 55 and 52 and stopped it. When officers spoke to him, Lor had blood running down the side of his head; he told police he hit his head on the windshield during the chase when his car went into a ditch, according to the complaint.

Lor told police that he fled because he was on probation for a 2009 conviction for a gang-related drive-by shooting when he was 17.
