Rosemount Council Preview: Landfill Expansion, Bike Network, Hwy. 3 Underpass

SKB Environmental wants to remove a 10-acre wetland in Rosemount to make way for a landfill expansion.

The Rosemount City Council will convene at 7:30 p.m. on Tuesday evening at City Hall to hold a regular meeting. Here's a preview of a selection of agenda items the council is expected to discuss. For a full agenda, click here.

  • The Rosemount council is expected to take action Tuesday night on a proposed 124-foot pedestrian underpass below Hwy. 3 that would link Rosemount High School with the GlenRose of Rosemount development on the other side of the highway. Last month, the council requested bids for the project, and received four responses from area companies. The low bidder is Minnesota Dirt Works, Inc., which submitted a base bid for $745,894.19—13.5 percent lower than the estimated construction cost. The council is expected to vote whether to approve the contract on Tuesday.
  • In 2009, the city received a $25,000 state grant to develop a pedestrian and bicycle network in the city. City officials identified seven original bicycle and pedestrian routes in the city, and purchased signage to identify those routes. On Tuesday, however, the council is expected to vote whether to approve a new bicycle and pedestrian master plan that would add six new trail segments to the network. New trail segments may follow portions of Biscayne Ave. and Dodd Blvd., among other new routes.
  • SKB Environmental wants to remove a 10-acre wetland in the city to expand its landfill facility located along Courthouse Blvd. in the city. Before the project can begin, however, city officials must complete an Environmental Assessment Worksheet (EAW) to evaluate the possible environmental impacts of the project. The council is expected to vote Tuesday night whether to publish the EAW and initiate a 30-day public comment period on the project. The company is expected to hold a public meeting for local residents during the comment period to answer questions and address concerns.
