A lawsuit filed by a victim of Burnsville's Peter Stibal II, now serving a 21-year prison sentence for molesting four Boy Scouts, has resulted in an order that the national scouting organization release files documenting the sexual abuse of children from 1999 to 2008. According to this Associated Press report, Ramsey County District Judge Elena Ostby issued the order Tuesday. Stibal was sentenced in 2011; his troop frequently met at River Hills United Methodist Church, court documents said. The documents Ostby is seeking are from internal Boy Scouts of America records that chronicle allegations of abuse, often called the “perversion files.” Some of those files were public by court corder in Oregon last year. Recently released records show two Dakota County men were listed in the Boy Scouts' confidential "perversion files," which barred them from volunteering with the Scouts.
An Eagan man and an Apple Valley man were, in the 1980s, listed by the Boy Scouts of America in a confidential file, dubbed the "perversion files," for being connected to allegations of sexual abuse and homosexuality. The files were released Thursday by order of the Oregon Supreme Court. They were used as evidence in a 2010 lawsuit against the Scouts in a molestation case that resulted in a jury awarding $20 million to a man molested by an assistant scoutmaster in the 1980s. The files include the names of more than 1,200 people from across the country, including 23 from Minnesota, whom the Boy Scouts suspected might be child abusers. Tuesday, the Boy Scouts of America reignited the ongoing debate over gay rights. According to a June 7 press release from the national organization, in April of this year a "single individual" submitted a resolution asking the Boy Scouts to reconsider its policy against granting membership to open or avowed homosexuals. Tuesday, an 11-member panel reaffirmed the national organization's committment to its existing policy. Eastview High School students Eric Boeshart, Joe Dolan and Erik Nelson have earned the highest advancement award the Boy Scouts of America offers—the Eagle Scout Award. All three were recognized in a ceremony on Sunday at Shepherd of the Valley Lutheran Church in Apple Valley. Each candidate must earn 21 merit badges and successfully complete a community related service project. Nationwide, only 2 percent of Boy Scouts attain the Eagle Scout rank. They join others who have become Eagle Scouts, among them, former President Gerald Ford, Neil Armstrong, Steven Spielberg and Walter Cronkite.
