District 196 Enrollment: Short-Term Decrease, Long-Term Rebound Projected

After a decade of declining enrollments, district schools may see the beginnings of a population rebound over the next 10 years.

After riding out a 5-7 percent enrollment decline in the last decade, School District 196 is in for smoother sailing in the next 10 years, a consultant told school board members last month. Hazel Reinhardt, a consultant hired by district officials to study population fluctuations in the district, projected that schools may see shrinking enrollment over the next five years. But that decrease will likely be followed by a rebound as members of Generation Y—the so-called Millenials—begin to have children of their own, Reinhardt said. She attributed the small fluctuations over the next decade to natural population cycles, and described the district's population as stable—which is good news for the district. District 196 May Increase Breakfast, Lunch Prices

The District 196 School Board heard a proposal on April 22 for a 10-cent hike in lunch prices and a 5-cent bump in breakfast prices.

School District 196 families will see a small bump next year in school meal prices thanks to a Federal mandates requiring more fresh fruit, whole grains, low-fat dairy products and vegetables in school meals. On April 22, the District 196 School Board heard a proposal for 10-cent hikes in the lunch prices and a 5-cent increase in breakfast prices district-wide. Lunch prices were last increased in the 2011-12 school year, while breakfast and milk prices have not increased since 2004. At the meeting, board members expressed concern over a potential dip in meal enrollment as a result of the decrease. Rob Duchscher was elected chairperson of the District 196 School Board for 2013 at the board’s annual organization meeting Jan. 7. District 196 Property Tax Levy Decreases for Third Straight Year

At its Dec. 10 regular meeting, the School Board approved a final property tax levy for 2012 (payable 2013) that is 2.7 percent less than the current year.

At its Dec. 10 regular meeting, the School Board approved a final property tax levy for 2012 (payable 2013) that is 2.7 percent less than the current year. At $73.8 million, the payable 2013 levy is $2 million less than the payable 2012 levy of $75.8 million. For payable 2011 taxes, the district levy was $78.4 million, and for 2010, it was $79.4 million. The Minnesota Department of Education calculates the maximum amount each school district may levy in several categories that support specific programs or expenditures. Budget Draft, Approval of Layoffs on District 196 School Board Agenda

A regular board meeting is scheduled for 6 p.m. Monday.

The District 196 School Board is slated to hear a report on the district's preliminary 2012-13 budget on Monday, as well as approve layoff notices for 19 continuing contract teachers, listed as unrequested leaves of absence on the agenda. The budget shows general fund expenditures are expected to exceeding revenue by about $6.7 million—at $301.5 million to $294.8 million—and all expenditures (including building construction, debt service and others) exceeding revenue by about $7.5 million. The general fund balance is expected to be about $33.3 million. Among consent agenda items is to approve layoffs of 19 teachers who have already passed their probationary period. $5 Million Building Purchase, Lunch Price Increase on School Board's Plate

The School District 196 Board of Education on Monday also is slated to hear the new contract terms negotiated for clerical and support staff.

A $5 million purchase price has been proposed for the Apple Valley land and building that houses School District 196's Area Learning Center High School and programs for special needs students. The district currently leases the building—at 5840 149th St. W. in Apple Valley—for nearly $381,000 a year. A memo to the district's School Board, which meets Monday evening, reads that there would be "a number of advantages" to buying the property. With the lease, the district pays $112,000 in property taxes annually, which would be saved by purchasing the building. For five years, District 196 has leased the 28,000-square-foot Area Learning Center in Apple Valley for nearly $381,000 a year. But that arrangment may soon change. In a closed session work shop on Monday evening, the Rosemount-Apple Valley-Eagan School Board is expected to discuss purchasing the facility—a move that Finance and Operations Director Jeff Solomon says could lead to cost savings for the district. Because of ongoing negotiations with the owner of the building—AVP Developers LLC.—Solomon and other district officials won't say how much the district may pay for the facility—or how much the district could save yearly if it is purchased. District 196 Trades Classroom Time for Teacher Training, Individual Testing

On Monday night, the District 196 school board unanimously approved two measures that would give teachers more time to assess and train, but would mean less classroom time for students.

For District 196 School Board Chairperson Jackie Magnuson, it's a matter of quality over quantity. Magnuson and her fellow school board members unanimously approved two measures that will shorten the school year by three days for the district's middle and high school students, and five days for elementary students, at their Monday meeting at Dakota Ridge School. Although students will spend less time in the classroom, Magnuson believes the adjustments will allow teachers to thoroughly analyze classroom data and test results and hone their teaching to better address student needs, she said.
