Despite Sunday's freezing rain and snow, Apple Valley and Rosemount are operating as normal.
District 196 schools opened on time.
The city of Apple Valley began snow plowing at 3:00 a.m. to clear major roadways, and is now working on collector and residential streets. Approximate completion time is 11:30 a.m., depending upon changing conditions.
A bit more snow and sleet is expected Tuesday and Wednesday, though high temperatures should be above freezing. Severe cold temperatures return Thursday, with an overnight low of 11 below zero.
UPDATE: Noon 1/27/2013:
The National Weather Service has issued a winter storm warning for Dakota County through midnight.
Freezing rain, which has already begun to fall in southern parts of the county, is expected to spread north and east later in the afternoon, turning into snow before nightfall.
A tenth to a quarter of an inch of ice may accumulate, followed by two to five inches of snow, resulting in hazardous driving conditions tonight and Monday.

Temperatures are finally heading back up, but not enough to keep another layer of wintry precipitation from sweeping through Dakota County.
The National Weather Service has declared a winter weather advisory for Dakota and surrounding counties, beginning Sunday morning and continuing through the evening.
Freezing rain is expected across the Twin Cities region during the late morning and afternoon hours. That may change to snow during the late afternoon and evening.
The weather service says there is a potential for one or two inches of snow, atop a layer of ice, which could have a big impact on Monday morning's commute.
On Monday and Tuesday, highs at the freezing level or above are expected, but subzero lows may return later in the week.
