An Apple Valley woman accused of beating her 2- and 3-year-old daughters with a belt and causing the younger child to suffer a brain injury was arrested Monday in Scott County.

Nationwide arrest warrants were issued last month for Ashley Marie Roff, 24, and Carlton Raymond Lewis II, 23.

Roff, arrested Monday, is charged with three felonies: malicious punishment of a child causing bodily harm, third-degree assault and child neglect. She is also charged with a gross misdemeanor count of child neglect.

Lewis is charged with five felonies: two counts of malicious punishment of a child causing bodily harm, two counts of third-degree assault and one count of child neglect. He is also charged with one gross misdemeanor count of malicious punishment of a child.

According to court documents, Roff and Lewis repeatedly beat the children with a belt, and Roff waited a week before taking the younger child to doctors after she suffered a skull fracture in June. The 2-year-old was diagnosed with a diffused brain injury and was left partially paralyzed and unable to see out of one eye.

Roff is scheduled to make a first appearance on the charges Oct. 2 in Dakota County District Court in Hastings.

Lewis remains at large. Anyone with information on his whereabouts should contact authorities.

I wish that someone could explain to me why that the county couldn't have saved my grandbabies from this even occuring. The county was notified in March in regards of the abuse-they didn't notify my son then, they waited until my grandbaby was in the hospital in July. Not only does she have these injuries but also a healing hand fracture (finger) from a prior injury. Someone tell me why neighbors and friends didn't call the police for help for these babies?! Your not going to tell me that no one could see bruises-hear crying-screaming. That's what's wrong with the world today-no one wants to get involved. Where has everyone's morals went? Where has descent humanity gone with what's wrong and what's right? What if that was your family member? How would you feel? Now the county wants my son to go through hoops while my grandbabies are at a foster home due to the fact we live in another state. This doesn't make sense to me that the biological father that has done nothing to harm those beautiful princesses but love and raise them while he was part of their lives until he couldn't take her craziness any longer. Tell me where the justice is? God doesn't like ugly-they will pay for this!! I will be glad when my grandbabies are home with my son and me in Ohio where they will have all the Love they can possibly want and need.I pray that it's very very soon!! LeAnn(Grandmother)
