According to court documents, Roff and Lewis repeatedly beat the children with a belt, and Roff waited a week before taking the younger child to doctors after she suffered a skull fracture in June. The 2-year-old was diagnosed with a diffused brain injury and was left partially paralyzed and unable to see out of one eye.

Roff is scheduled to make a first appearance on the charges Oct. 2 in Dakota County District Court in Hastings.

Lewis remains at large. Anyone with information on his whereabouts should contact authorities.
