Man Fatally Shot by Police Allegedly Shot First, Had Assaulted Girlfriend

The man's name is expected to be release Monday after an autopsy, according to the Apple Valley Police Department.

Police have released more details about the incident Sunday in Apple Valley in which a man who was going to be arrested for allegedly assaulting his girlfriend reportedly shot a handgun at a police officer, was then shot by the officer and later died.

An autopsy was underway at the Ramsey County Medical Examiner’s Office on Monday morning, and the man’s identity was being withheld “pending formal identification” by the office, according to an press release.

His identity is expected to be released later on Monday, the release says.

The last officer-involved shooting in the Apple Valley Police Department was in 2000, according to the release.

At 5:42 p.m. Sunday, Apple Valley police were called to 13947 Herald Ct., Apple Valley, on a domestic assault report in which the alleged victim told dispatchers that she had been assaulted and strangled by her live-in boyfriend.

When officers arrived, they found the woman outside because she feared for her safety, she told them.

One officer went inside and found the man, who allegedly was “in an agitated state,” the release says.

The officer somewhat calmed down the man and had him go outside to the front steps of the residence. The officers determined after their initial investigation that they had cause to arrest the man on a domestic assault: strangulation charge.

Officers told the man he was under arrest, the release said, at which point he allegedly ran inside and upstairs. Both officers followed him, and at the top of the stairs Officer Tommie Booth allegedly saw the man had a handgun, the release says.

The man allegedly fired his gun at Booth, the release says, and Booth fired his own handgun at the man, hitting him.

Officers contacted dispatch to request assistance and paramedics, then gave CPR and tried to control the man's bleeding, according to the release. Nobody else was injured.

ALF Ambulance/Allina paramedics took the man to Regions Hospital in St. Paul, where he was pronounced dead Sunday evening, the release says.

Booth and Officer Tara Becker, the other officer involved, both have been placed on paid administrative leave, according to the release. Booth has been with the department since February 1999, and Becker has been with the department since September 2001.

The Apple Valley Police Department and the Minnesota Bureau of Criminal Apprehension are investigating jointly.
