Rosemount Man Charged with Violating Protection Order

Michael Joseph Arvis is charged with a felony after authorities say he repeatedly visited a Hastings woman, in violation of a protection order.

A Rosemount man with an extensive history of domestic violence convictions has been charged with violating a domestic abuse protection order.

Michael Joseph Arvis, 45, is charged with a felony, which carries maximum penalty of five years in prison and a $10,000 fine.

Arvis remained in custody last Wednesday in the Dakota County Jail on a $20,000 bond. He had a probation violation hearing scheduled this past Tuesday in Dakota County District Court in Hastings.

According to the criminal complaint, a Hastings woman called police Aug. 20 and told them that Arvis had been making regular visits to her home to see his children, even though she had an active protection order against him.

The woman admitted that she had allowed Arvis to make the visits, and that he had come to her home on Aug. 19 and taken her cell phone. When he returned the phone on Aug. 20, he and the victim began arguing about money, and one of the victim’s friends had to calm down Arvis, according to the complaint.

Arvis appeared at the Hastings police station on Aug. 22 and told officers that he knew there was a protection order in effect. He said the victim told him that it had been modified so he could visit her home, but couldn’t stay there, the complaint says.

Arvis told police that he had gone to the victim’s home and given her money every weekend since the order was issued June 15, according to the complaint.

Arvis was twice convicted of domestic assault in 2007, once in 2008 and once in 2009. He is also facing a pending felony domestic assault charge and possible probation revocation.
